Haidu Power Plant is an unfinished coal-fired power plant in Taichung Port No. 2 Power Specialization Area, Taishui City, Taichung City , Taiwan [1] . The power plant is a private power plant invested by Haidu Power Company and opened by the Ministry of Economic Affairs. after liberalization, cum Mailiao , sea power plant lake third after the start of the private power plant, is the first company to start Taichung area of private power plants [2] . However, the power plant did not have a substantial construction schedule soon after the start of construction, and eventually it was strongly opposed by the residents of Qingshui Town and Yuqi Town, and they also fought [3] , plus the performance bond between the company and Taipower during the construction period . Project [ edit ]
In April 1995, the Taichung Port Authority planned the northern silt area on the south side of the Gaomei Wetland of Taichung Port to be a 78- hectare "Taicang Port No. 2 Power Specialized Zone" [5] [6] .
Haidu Power Plant was originally invested by Haidu Power Company and was approved by the Ministry of Economic Affairs in July 1995 and began to promote the project. At that time, the total installed capacity of the power plant was 850 MW [2] . Two fuel oil generating units were to be installed . The plant site was scheduled to be located in the Taichung Port Second Power Special Zone with a total development amount of NT$ 37.5 billion [2] . It is estimated that the No. 1 flight will be completed in June 2000 and commercial transmission will begin. In August, the installation of No. 2 will be completed . [7]
In October 1996, the Haidu Power Plant formally proposed a "plant plan" and changed fuel -fired power generation into coal-fired power generation [5] .
However, due to the proposed power plant project, residents of the neighboring power plants, Qingshui Town and Wengqi Town, strongly opposed [8] , because at that time, the Taichung Power Plant of Taiwan Power Company had existed around Taichung Harbor , making residents think There has been air pollution caused by thermal power plants and opposition to the construction of a new thermal power plant [9] .
Haidu Power Company explained to residents that the Haidu Power Plant will use high-efficiency air pollution control equipment to meet the 2001 regulatory limit for the concentration of air pollutants emitted, and it is estimated that the concentration of pollutants will be used after this equipment is used. It will be lower than the Taichung power plant [8] . Coal-fired coal transportation and storage will also adopt sealed coal conveyor belts and indoor coal bunkers. This will also be more effective than coal belt conveyors used in Taichung Power Plant and open-pit storage of coal storage yards to control coal dust dispersion and prevent coal dust from drifting around. The pollution situation [8] . But residents still can not accept, and the composition of the "anti-sea crossing death squads" to launch a massive protest power plant development projects [8] .
At that time the development projects also resulted in local factions and political intervention, so that the process of planning to set up twists and turns, just an environmental impact assessment would spend three years [2] , in 1998, November 4 only by [10] .
Start work [ edit ]
Finally, on March 1, 1999, after the development of the Haidu Power Plant passed the environmental impact assessment, the groundbreaking ceremony for the Haidu Power Plant's unloading coal terminal project was held at the 4C Terminal in Taichung Port . [7] At the ceremony, he was invited to the post of Minister of Economic Affairs Wang Zhigang [2] , the Deputy Minister of Communications Mao Zhiguo , the Chairman of Ronggong Branch Shen Jingpeng , the Chairman of Taipower, Mr. Shi Shiji , the Director of Transportation of the Provincial Government Chen Wuzheng, and others to attend the conference and the Haidu Power Plant. chairman Guorong Zong presided over the ceremony, and the rest when he was vice president Lien Chan , Premier Vincent Siew , who also sent congratulations [7] . However, at that time, the Taichung County government objected to the setting of the power plant because it refused to send personnel to participate in the ceremony and expressed regret that it was ineffective against the development of the power plant . Cancel [ edit ]
After the Haidu Power Plant was officially started, the residents of Qingshui Town and Longqi Town continued to fight in the power plant area [8] and threatened to oppose Bayer's establishment of the plant, and also cancelled the development of Haidu Power Plant [9] . Coupled with the financial crisis that occurred after the Haidu Electric Power Company exploded, the performance bond that had originally been handed over to Taipower was also delayed . [6]
On May 3, 2000, Taipower Corporation terminated the purchase and sale of electricity contracts with Haidu Power Company, and the Ministry of Economic Affairs of the Executive Yuan also sent a letter on May 23 of the same year informing Haidu Power Company that it would abolish the registration of Haidu Power Plant. Letters and work permits [11] . The Haidu Power Company also failed to pay the land rent of the Taichung Port Authority , and the land use rights were recovered by the Port Authority . [12] Haidu Power Company submitted arbitration to the Ministry of Economic Affairs for this purpose [6] but was rejected on January 21, 2002 [13] .
After crossing the sea power plant development projects canceled, Taiwan Power company optimistic about Taiwan's wind power resources and markets, and therefore depends on the power plant was originally scheduled to cross the sea port of Taichung second power industry to build Taiwan's first specialized area of wind power plants [6] . Plan and set up 40 wind power generation units with a total installed capacity of 72KW, the amount of investment of 35 million yuan, set up project started in 2003 and completed in 2005, began to turn generate electricity suppliers [6] .
