Background [ edit ]
On September 3, 2017, North Korea announced that it had conducted a nuclear test at the Fengxili nuclear test site and declared it a hydrogen bomb test. [2] Many countries in the world have strongly condemned the United States and other countries for asking the UN Security Council to convene an emergency meeting to discuss the DPRK issue [3] . The situation in the Korean peninsula is very tense. Soon, the U.S. mission to the United Nations drafted a draft resolution for distribution to all members of the Security Council and hoped to vote on Monday, September 11. [4]
However, Russia and China both threatened to veto this preliminary draft because of the opposition of the Chinese and Russian parties to the comprehensive embargo on oil shipments and the mandatory interception of North Korean cargo ships. The United States finally compromised and reduced the strength of the draft resolution. [5]
